Pengawasan Kebijakan Dewan Perwakilan Rakyat Daerah Provinsi Riau Terhadap Infrastruktur Jalan Provinsi Tahun 2018

Based on Law 23 of 2014 concerning Regional Government, the Road
sub-business is the authority of the Public Works and Spatial Planning Service
(PUPR) which is part of mandatory government affairs in the field of basic
services. The implementation of provincial road infrastructure is carried out by the
provincial government. The Regional People's Representative Council (DPRD)
acts as an institution that oversees the implementation of regional government
policies.
The purpose of this study is to determine the forms of supervision that can
be carried out in the implementation of provincial road infrastructure
development, namely, preventive supervision and repressive supervision. As well
as knowing the factors that hinder the supervision of the Riau Provincial DPRD
on provincial road infrastructure in 2018.
The result of this research is that the implementation of the supervisory
function that has been carried out by the DPRD of Riau Province, both Preventive
Supervision and Repressive Supervision has not been optimal. Preventive
supervision can be seen from the purpose of this supervision carried out with the
aim of avoiding deviations in the implementation of state finances which will
burden and harm the state even more, but the fact is that in 2018 the number of
damage to provincial roads in Riau Province is still quite high. Meanwhile, in the
Repressive Supervision, it can be seen that many infrastructure projects,
especially the construction of provincial roads, have failed or seem just careless,
even though the budget spent is very large, when there are problems. One of the
causes is the lack of supervision of the Regional House of Representatives
(DPRD) on the performance of the PUPR Service as a technical implementer.
