Model Pengelolaan Perkebunan Kelapa Sawit Berdasarkan Prinsip Pembangunan Berkelanjutan
The development of oil palm plantations in Indonesia has become the key to the country's economy in improving people's welfare through economic growth. The challenge to increase product acceptability is carried out through the implementation of sustainable palm oil standards.Plantation management practices based on the principles of sustainable development through the RSPO and ISPO certification systems have yielded results for economic sustainability from an industrial perspective. There is no specific and measurable reference to the social and economic benefits of plantations, especially for surrounding communities. Objectives: The aim of this research is to formulate a model for the management of oil palm plantations based on the principles of sustainable development. The research was conducted in three palm oil mills, these are Tandun, Sei Pagar and Lubuk Dalam and five estates which supplies its fresh fruit bunches to the mill. The research was also carried out in the villages around the mill and estates, namely Village of Talang Danto, Kasikan and Senamanenek which part of Tapung Hulu Subdistrict; Pantai Raja and Hangtuah which part of Perhentian Raja Subdistrict in Kampar Regency; Lubuk Dalam, Rawang Kao Barat, Rawang Kao, Sialang Baru which part of Lubuk Dalam Subdistrict and Kuala Gasib which part of Koto Gasib Subdistrict in Siak Sri Indrapura Regency.
Materials and Methods: Primary data obtained by audit, survey and interview. Secondary data through document tracing, and assessment during the audit. The audit was carried out to determine the level of plantation management through descriptive analysis while Multi-Dimensional Scaling (MDS) modified from the Rapfish-palmoil program and strengthened by Monte Carlo analysis is to analyze the sustainability status. Results and Discussion: The results of descriptive analysis through scoring system showed the percentage of plantation management achievements based on the principles and sustainable development shows a value of 82.43%. Plantation management based on the sustainable development principle showed no balancing between the dimensions of sustainability. Over all, the company's sustainability status is at a value of 67.57% (quite sustainable). The multiplier effect of plantation and processing plant activities, which is the result of employee income expenditure, shows the multiplier effect is 1.24, and the economic activity of smallholders is 1.26. The

public perception to the implementation corporate social responsibility program shows that 65.38% of respondents stated that the community was not fully involved in program planning, 62.8% stated that the program implemented was not in accordance with the needs of the community, 51.28% stated that the program socialization had carried out by the company before it was implemented, and 83.33% of respondents stated that the implementation had not encouraged community independence. Conclusion: The key attribute that affects the sustainability in the dimension of business legality is legal entity form. In the dimension of plantation management, is the continuous improvement of business and the technical implementation of cultivation and product processing. In the dimension of environmental management and monitoring is the mitigation of greenhouse gases. In dimension of responsibility to workers is management of contract workers and in the dimension of social responsibility and empowerment is a mutually agreed system for dealing with complaints and open also transparent methods for communication and consultation. A plantation management model based on sustainable development principles is determined by simulating the sustainability status of seven key attributes that may occur in the future. Three scenarios were chosen as management models, namely pessimistic, moderate and optimistic scenario. The moderate scenario is proposed with improvement efforts carried out selectively on several leveraging attributes, although it has not been able to change its sustainability status but with improved performance on these key attributes, it will have an impact on the sustainability of the company to continue producing palm oil products with quite sustainable status. The novelty of this research is the sustainability status of plantation management analysis is carried out based on the principles of sustainable development which is determined using a five-dimensional approach, namely the dimensions of land legality, plantation management, environmental management and monitoring, responsibility to workers and responsibility social responsibility and economic empowerment, by adding a multiplier effect indicator and public perception of the implementation of the environmental development program as an indicator to determine community support, as a reference in setting plantation management strategies.
