Peran Stakeholder Dalam Implementasi Kebijakan Relokasi Pelabuhan Bongkar Muat Di Kawasan Free Trade Zone Kabupaten Karimun
The policy to relocate the loading and unloading port has long been planned
by the Regional Government of Karimun Regency. However, until now this policy
has not been realized. In fact, this policy of loading and unloading port relocation
must be carried out considering the condition of the loading and unloading port,
which is no longer adequate in terms of comfort, order, and is ineffective for the
implementation of loading and unloading activities. In this case, the role of each
stakeholder involved in policy implementation must be considered. This study aims
to examine the role of stakeholders in implementing the relocation policy for loading
and unloading ports. The parties involved in the implementation of this relocation
policy are the local government, the Department of Transportation, the Harbormaster
Office and the Port Authority (KSOP), PT. Pelindo, PT. Karya Karimun Mandiri and
loading and unloading workers (TKBM). The real role and contribution of each
stakeholder greatly affects the achievement of this loading and unloading port
relocation policy. However, there are factors that hinder the role of stakeholders in
implementing the policy of relocation of loading and unloading ports in the Free
Trade Zone Area of Karimun Regency. The research method used in this research is
qualitative with a case study approach that is descriptive analysis. The theoretical
concept used in this research is the theory of the role of stakeholders according to
Nugoho in Mahfud 2015. The results of this study are that the stakeholders involved
in the implementation of the loading and unloading port policy have not carried out
their role properly, as well as the factors that become obstacles in the implementation
of the loading and unloading port relocation policy. includes regulations and
stakeholder attitudes, lack of coordination between stakeholders, and replacement
port facilities which are considered insufficient.
