ABSTRACT
In article 1 of Law No.1 of 1974 concerning Marriage, it is stated that
marriage is a physical and mental bond between a man and a woman as husband
and wife with the aim of forming a happy and eternal family (household) based on
Almighty God. The purpose of a marriage is happiness for men and women in a
marriage bond. Protection against domestic violence, the state has been present
in it, namely with the existence of Law Number 23 of 2004 concerning the
Elimination of Domestic Violence. Gender-based violence also occurred in Riau
Province. Provinces that generally adhere to the Malay culture, where the Malay
culture is one of the cultures that highly upholds respect for women, has also been
unable to suppress the level of gender-based violence against women from year to
year. One of the districts in Riau Province, which has a strong Malay culture is
Siak Sri Indrapura Regency or the City of the Palace.
This type of research can be classified as sociological juridical, namely a
research approach that emphasizes the legal aspects regarding the subject matter
to be discussed, associated with the reality in the field. This research was
conducted in Paluh Village, Siak Regency, the Department of Cooperatives and
Medium-sized Enterprises of Siak Regency, the Office of Women Empowerment
for Child Protection, P2 and KB of Siak Regency, the Department of Community
and Village Empowerment in Siak Regency, the Siak Regional Police, Penghulu
Kampung Paluh, Family Welfare Development in Paluh Village. , and the people
of Kampung Paluh, while the sample population is all parties related to the
problem being researched. Sources of data used are primary data and secondary
data, data collection techniques in this study are interviews, questionnaires and
literature review.
In the results of this study, there are three main points that can be concluded.
First, violence against women is a form of violence that often occurs in Indonesia
and in this case, Paluh Village, Siak Province, Province still occurs violence
against women, especially in the household sphere. The two inhibiting factors in
realizing and preventing violence against women in Indonesia, especially in this
case the women of Paluh Village, Siak Province, in the structure of life are due to
the difficulty of permission from their husbands, low education of women,
inadequate capital, lack of local government attention and anxiety about corona
virus deases 2019 (Covid-19). The third effort that can be made to prevent cases
of violence against women in Indonesia, especially women in Paluh Village, Siak
Regency, is to carry out empowerment against women, because with the
empowerment of women it can prevent violence in the home, especially in a new
life order.
