ABSTRACT
Humans are dynamic creatures and cannot stay silent for long. They
always want to move, move, and do activities. In modern times, human activities
are greatly helped by the existence of technology that facilitates the movement of
each individual. So the existence of two-wheeled vehicles or motorbikes makes it
easier for humans to move from one place to another. A motorbike is a two- or
three-wheeled motorized vehicle, without houses, either with or without a side
carriage. Motorcycle is one of the largest land transportation in the movement of
travel in traffic on public roads. The impact of carrying more than one passenger
in a two-wheeled vehicle can endanger the motorcyclist and other traffic users,
exacerbated can also harm pedestrians around the traffic and this is dangerous.
This research is an empirical sociological research. This research was conducted
in the jurisdiction of Payakumbuh City. sources of data used, primary data,
secondary data, and tertiary.
Data collection techniques in this study with interviews, literature review
and observation. Analysis of the data used is quantitative From the results of the
research that the author did, it can be concluded, firstly, law enforcement against
violations of transporting passengers more than one person in a two-wheeled
vehicle in Payakumbuh City has not been realized properly, in carrying out its role
to enforce the law in the community, law enforcers must also pay attention to
norms norms or rules that must be obeyed by law enforcers or maintainers. These
norms need to be adhered to, especially in carrying out the law, drafting and
maintaining the law.
The inhibiting factor for law enforcement transporting passengers more
than one person in a two-wheeled vehicle is the cultural factor and the factor of
the law enforcement apparatus, such as the cultural factor that should ride a
motorcycle carrying more than one person is not a culture in Payakumbuh City,
the lack of coordination between the community and law enforcement officials
law enforcement, lack of human resources owned by law enforcement officers.
