ABSTRACT
Activities carried out by the people of Pekanbaru City will have an
impact on environmental cleanliness which is a beauty and comfort that is
expected for the people who live in the area. The result of this community activity
is that more and more waste is produced from consumable materials or materials
that are no longer used sourced from household waste, industry, and so on. The
condition of waste facilities and infrastructure in Tampan District is still lacking
because there are only TPS which are very few in number and cannot
accommodate all of the community's domestic waste.
This study aims to determine the implementation of Regional Regulation
Number 08 of 2014 concerning Waste Management in Pekanbaru City, the
inhibiting factors for the implementation of Article 25 Regional Number 08 of
2014 concerning waste management in Pekanbaru City, and the government's
efforts to overcome supervision of the Pekanbaru City Environmental and
Hygiene Service.
This study uses the type of Sociological Law research with an approach
to field research techniques, interviews, and literature studies. This research was
conducted in Pekanbaru City. To obtain the desired final result, the data
obtained, both primary data and secondary data, were then analyzed using a
qualitative approach which was then described.
The results of this study conclude that the implementation of Regional
Regulation Number 08 of 2014 concerning Waste Management in Pekanbaru City
through the application of waste management with a collection-transport system,
the Sustainable Development Goals (SDG) Program (smart waste management
program), programs to increase the role of the community, private sector and
institutions basic education. The inhibiting factor is the unavailability of adequate
infrastructure and facilities in Pekanbaru City, namely: the lack of a waste
management budget, where the financing for waste management carried out by
the Pekanbaru City Environment and Hygiene Service (DLHK) comes from the
APBD and user fees.
