Responsivitas Badan Pertanahan Nasional Dalam Pelayanan Pembuatan Sertifikat Tanah Secara Sporadik Di Kabupaten Kampar Tahun 2019

Land registration can be carried out in two ways, namely systematic land registration
and sporadic land registration. Sporadic land registration is a land registration activity for
the first time regarding one or several objects of registration of an area or part of the
territory of a village/district individually or en masse. Sporadic land registration is carried
out at the request of the interested party, namely the party entitled to the object of the land
registration in question or his proxies. The purpose of this study was to determine the
responsiveness of the National Land Agency of Kampar Regency to community complaints
and government policies in accelerating land certificates. This research was conducted at
the National Land Agency Office of Kampar Regency, Jl.Letnan Boyak No.18, Langgini,
Bangkinang District, Kampar Regency, Riau 28463.
The results of this study are the responsiveness of the Land Agency of Kampar
Regency in responding to public complaints in the context of providing land certificate
services in Kampar Regency is still low. Judging from these 4 indicators where extortion is
still rampant and the completion of land certificates that exceed the time limit due to the
accumulation of land certificates sporadically at the Kampar Regency land office, as well as
the lack of manpower and full pressure from the government to complete the program from
the center, BPN is unable to complete the certification. according to the procedure, it can be
judged that BPN is not responsive in responding to complaints so that this second indicator
tends to have a low level of responsiveness, for the third indicator also BPN has not fully
made public complaints as a reference for improvement where some of these complaints are
only accommodated, as well as the actions of the apparatus in providing Satisfaction tends
to be moderate because there are still service users who are not satisfied.
