Kebijakan Pemerintah Kota Pekanbaru Dalam Menertibkan Panti Pijat Pada Tahun 2018

Currently, in Pekanbaru City, there are many massage parlor businesses,
both those available at accommodation, in shophouses and in housing estates.
This massage service is much favored by the public because there are many
enthusiasts for massage. Moreover, on the sidelines of activities that are so dense,
with a little reflection the body will come back fit and fresh. However, the
massage parlors that exist today are widely abused in their functions. Many
massage parlors are used as places of prostitution to seek more profit. The
massage parlor provides plus-plus services to visitors because it is easier to work
with a lot of benefits. The formulation of the problem taken is how the Pekanbaru
City Government Policy in controlling massage parlors in 2018 and what are the
inhibiting factors for the Pekanbaru city government in controlling massage
parlors in Pekanbaru city in 2018.
The purpose of this research is the first to describe the Pekanbaru City
Government Policy in controlling massage parlors in 2018. To find out the
inhibiting factors for the Pekanbaru City government in controlling massage
parlors in Pekanbaru City in 2018. The research method used is Qualitative
Research. This type of research is descriptive qualitative. The location of this
research is in Pekanbaru. Data collection techniques by means of observation,
interviews and study documentation. Data analysis techniques by means of data
reduction, data presentation and data verification.
The results of the study indicate that the Pekanbaru City Government's
policy in controlling massage parlors is by identifying the goals to be achieved,
strategies from various steps to achieve the desired goals, the strategy is that the
Mayor of Pekanbaru issued a circular letter challenging the granting of permits for
massage parlors and the Mayor of Pekanbaru. Pekanbaru instructed the control of
massage parlors. These instructions include controlling massage parlors, raids are
carried out continuously, every perpetrator caught in a raid will be processed
according to the applicable law. The factor that hinders the Pekanbaru city
government in controlling massage parlors is the local regulation that has been
used for too long and does not regulate in detail. The presence of persons involved
as caretakers of massage parlors is indicated as a plus-plus. Lack of legal
awareness for massage parlor business owners.
