The Madani Regional Hospital is the first hospital owned by the
Pekanbaru City government which provides and organizes health services for the
community as a whole, both for the people of Pekanbaru City and outside
Pekanbaru City. The purpose of this study was to determine and analyze the
implementation of Pekanbaru Mayor Regulation Number 68 of 2020 concerning
the Implementation of Health Services at the Madani Regional Hospital and to
analyze the inhibiting factors in providing health services at the Madani Hospital
in Pekanbaru City. This study uses the theory of policy implementation by George
C. Edward III which consists of several indicators, namely communication,
resources, disposition and bureaucratic structure. The research method used is
qualitative with data collection techniques with observation, interviews and
documentation. The results of this study are that the implementation of Pekanbaru
Mayor Regulation Number 68 of 2020 concerning the Implementation of Health
Services at Madani Regional Hospitals has not run optimally. The inhibiting
factors of RSD Madani in providing health services are the socialization of RSD
Madani to the community has not been maximized, the availability of human
resources at RSD Madani is not yet adequate, facilities and infrastructure and the
physical condition of the building of RSD Madani is not perfect. This has an
influence on the implementation of Pekanbaru Mayor Regulation Number 68 of
2020 concerning the Implementation of Health Services at Madani Regional
Hospitals.
