Implementasi Kebijakan Penguatan Sida (Sistem Inovasi Daerah) Melalui Komoditi Kopi Di Balitbang Kabupaten Merangin Provinsi Jambi

Merangin Regency is a regency located in Jambi Province. A district
which has an area of 767,900 ha has several regional superior products, one of
which is robusta coffee. Therefore, a regional innovation is needed to improve the
quality of robusta coffee so that it can boost the selling price of robusta coffee. So,
the implementation of the policy of strengthening SIDa through coffee commodities
must be carried out properly. However, there are still problems that are inhibiting
factors in implementing the policy, namely the lack of capacity and skill of the
apparatus and the lack of technology that can be used to process ground coffee.
This study aims to determine the implementation of the policy of strengthening SIDa
through the coffee commodity at Balitbang Merangin Regency and the inhibiting
factors of the implementation of the SIDa strengthening policy through coffee
commodities at Balitbang Merangin Regency. The theoretical concept used by
researchers is the concept of implementing policies by the Maxmanian and Sabatier
in Anggara 2012. The research method used is qualitative with data collection
techniques by interview, observation and documentation. The results of this
research are Balitbang Merangin Regency in implementing the policy of
strengthening SIDa there are still obstacles, so that the development strategy is not
optimal. This is due to several obstacles in implementing the policy strengthening
SIDa through coffee commodities in Balitbang Merangin Regency, Jambi Province
namely the low capacity and skills of the implementing apparatus and the lack of
technology and regional innovation.
