Pengawasan Lingkungan Hidup Kabupaten Toba ( Studi Kasus Pencemaran Pt Toba Pulp Lestari)

Development in the industrial sector also causes negative impacts that can threaten the
preservation of the surrounding environment, the importance of monitoring companies that may
have negative impacts. Environmental pollution carried out by PT Toba Pulp Lestari which
occurs in the Toba Regency area shows that the supervision carried out by the Toba Regency
Environmental Service has not been optimal. The purpose of this research is to see how the
supervision carried out by the Environmental Office of Toba Regency in supervising
environmental pollution by PT Toba Pulp Lestari and what factors are hindering the supervision
carried out by the Environmental Office of Toba Regency in overcoming environmental pollution
by PT Toba Pulp Lestari. This research was conducted in Toba Regency using qualitative
description methods, collecting data through interviews and observations. The theory used in
this research is Sukanto's theory in which good supervision is to determine the standard of
supervision, conduct research on the object of supervision, and take corrective actions or
sanctions against violations of provisions. The results of this study prove that the supervision
carried out by the Environmental Agency of Toba Regency is not optimal, and the inhibiting
factor in environmental pollution monitoring carried out by the Environmental Office of Toba
Regency is experts in supervision, facilities. infrastructure / equipment, and operational costs.
