Penerapan Pedoman Perilaku Baru Masyarakat Produktif Dan Aman Dalam Pencegahan Dan Pengendalian Corona Virus Desease 2019 (Covid-19) Di Kota Pekanbaru

The background of this research is based on the objectives of Pekanbaru
Mayor Regulation Number 104 of 2020 concerning Guidelines for Productive and
Safe Community New Life Behavior in Prevention and Control of Corona Virus
Desease 2019 (Covid-19 in Pekanbaru City, namely to provide direction as a
resilient development of reducing the transition restrictions for Covid handlers. -
19 in areas that are in line with government policies in a new norm order. Then
the target of this Perwako is the Task Force for the Acceleration and Handling of
Corona Virus Desease 2019 (Covid-19 Pekanbaru City and Pekanbaru City
Community, especially in Tampan District. However, there are still many facts in
the field. positive cases of Covid-19 and increasing every day and the number of
violations of health protocols that have been established in accordance with
applicable regulations, so that the objectives of this policy have not been
maximally achieved.
The question of this research is how is the application and what factors
hinder the application of new life behavior guidelines for productive and safe
communities in the prevention and control of corona virus disease 2019 (Covid-
19) in Pekanbaru City, then the purpose of this study is to determine the
application and what are the factors that hinder the application of new behavior
guidelines for productive and safe communities in the prevention and control of
the 2019 Coronavirus Desease (Covid-19) in Pekanbaru City. To answer this
research, the writer uses the Matland theory in Hariyanto, et al., With criteria
that include: Policy Accuracy, Execution Accuracy, Target Accuracy, and
Environmental Accuracy. This study uses a descriptive qualitative research
method.
The results of this study indicate that the application of the new life
behavior guidelines in Pekanbaru City, especially in Tampan District, is seen
from the process or the work is good, but there are several obstacles, namely: low
public participation so that people are ignorant and cannot be maximally
implemented, then lack of public trust in policy actors in implementing policies so
that it has not been maximally realized. The inhibiting factor for policy is the lack
of community discipline towards implementing policies and inadequate facilities
and infrastructure.
