Bengkalis Regency actually has many customary law community units and
ulayat lands in every village, especially in Riau Province. In Bengkalis Regency, the
existence of indigenous peoples is better known as Sakai, which is under the control
of Batin. Talking about the existence of customary law communities and their
traditional rights are guaranteed in the 1945 Constitution. This study aims to
determine the role of the Bengkalis Regency Government in Resolving Land
Conflicts between PT. Talang Muandau Bengkalis Regency, then also to find out
what are the obstacles and obstacles experienced by the Bengkalis Regency
Government in resolving the conflict between PT. Arara Abadi and the Sakai Tribe
Customary Law community. The location of the research was carried out in Suluk
Bongkal Hamlet, Koto Pait Beringin Village, Talang Muandau District, Bengkalis
Regency. Furthermore, data collection techniques were carried out by interview,
documentation, and literature study.
The results of this study are the role of the Bengkalis Regency Government in
Resolving Land Conflicts between PT. Arara Abadi and the Indigenous Law
Community of the Sakai Tribe, Suluk Bongkal Village, Koto Pait Beringin Village,
Talang Muandau District, Bengkalis Regency which was carried out as an effort to
determine the role of the district government in resolving conflicts between legal
communities. the Sakai Tribe with PT. Arara Abadi. Conflict resolution between the
indigenous peoples of the Sakai Tribe and PT. Arara Abadi has not been running
optimally. This is caused by several obstacles, such as the district government has not
released the rights of indigenous peoples.
