Strategi Pengelolaan Kawasan Hutan Dengan Tujuan Khusus (KHDTK) Hutan Diklat Bukit Suligi Kabupaten Rokan Hulu
KHDTK Hutan Diklat Bukit Suligi is located in Dayo Village, Tandun Subdistrict, Rokan Hulu District. Based on decree number 729/Menhut-II/2009, the area of the KHDTK Hutan Diklat Bukit Suligi is 2,183 ha, but the community carries out illegal logging and illegal occupation by clearing the forest to become an oil palm plantation area. As a result of these activities, some of the area has been cleared, then the remaining forest cover area become 704.30 ha. KHDTK Hutan Diklat Bukit Suligi has developed a defensive management strategy through strengthening and increasing resource capacity to realize a sustainable forest management model, but the management strategy is not optimal, oil palm planting activities in forest areas are still being carried out so that some areas are not yet conducive to management. On this basis, this research was carried out with the aim of analyzing the condition of the ecological, socio-economic, socio-cultural aspects and formulating a management strategy for them.
The research was conducted in February 2021 in the area of Dayo Village and Sungai Kuning Village, Tandun Subdistrict, Rokan Hulu Disrict. This research was conducted using quantitative and qualitative approaches. Data were collected using survey methods, literature studies, and interviews. Ecological data analysis was carried out by calculating the IVI (Importance Value Index) and the Shanon-Winner Diversity Index (H'). Socio-economic and socio-cultural data analysis was carried out in a qualitative descriptive manner by reducing data, presenting data and drawing conclusions. Based on the analysis of ecological, socio-cultural and socio-economic data, a management strategy for the KHDTK Hutan Diklat Bukit Suligi was formulated using a SWOT analysis.
The results showed that the dominant species at the pole level was Medang (Litsea angulana Blume) with an IVI of 28,26%, while the species that dominated at the tree level was Meranti Merah (Shorea lepidota) with an IVI of 24,43%. The pole level diversity index was 3,61 and tree level diversity index was 3,66 it included as the high diversity category (H'>3). It shows that the distribution of individuals for each species was evenly distributed. This condition also illustrates that the forest community was in a stable condition. Most of the community has a secondary education level (graduated from high school) with a livelihood as farmers and has a decent standard of living. Most of the community has a good perception of the existence of the KHDTK Hutan Diklat Bukit Suligi, but the community does not participate in efforts to maintain the existence of the KHDTK Hutan Diklat Bukit Suligi.
The proposed management strategy is conservative in the form of a W-O (Weakness-Opportunity) strategy. This strategy conducted by increasing the authority in protecting and securing the KHDTK Hutan Diklat Bukit Suligi to control areas that are not yet conducive through collaboration with the government, community and stakeholders. In addition, it is also necessary to optimize an integrated and sustainable planning system in the management of the KHDTK Hutan Diklat Bukit Suligi.
