Implementasi Kebijakan Penanganan Fakir Miskin Di Kabupaten Kampar (Studi Kasus Di Kecamatan Tapung Hilir)

Kampar Regency Regulation No. 10 of 2012 concerning the handling of
the poor is a regulation designed by the Government with the aim of
reducing the number of the poor and ensuring the fulfillment of the basic
rights of the poor. There are 6 programs for handling the poor, namely
food assistance, health assistance, education assistance, housing
assistance, skills improvement assistance and business capital assistance.
Tapung Hilir sub-district is one of the sub-districts that has a high poverty
rate with 3,157 families receiving assistance. This study aims to determine
the implementation of the Policy for Handling the Poor in Tapung Hilir
District, Kampar Regency and the inhibiting factors for the
Implementation of the Policy for Handling the Poor in Tapung Hilir
District, Kampar Regency. The theory used by the researcher is policy
theory, policy implementation theory and the concept of the poor. The
method used is a qualitative method, using a descriptive approach with
data collection techniques in the form of interviews and documentation.
The results showed that the implementation of the Poor Handling Policy
in Tapung Hilir District, Kampar Regency was carried out by applying
standards and targets, resources, inter- organizational relationships,
characteristics of implementing agents, social and economic
environmental conditions and the disposition of the implementor. There
are inhibiting factors for the implementation of the Policy for Handling
the Poor in Tapung Hilir District, Kampar Regency, namely the lack of
coordination and communication, the minimum number of officers and the
use of old data.
