Efektivitas Program Kartu Smart Madani Di Dinas Komunikasi Informatika Statistik Dan Persandian Kota Pekanbaru

The concept of regional innovation is the smart city concept which has
been regulated in Law No. 23 of 2014 concerning regional government in chapter
XXI entitled Regional innovation article 386-article 390. The Pekanbaru city
government in the Pekanbaru Smart City 2018-2025 master plan aims to provide
direction for the acceleration of Pekanbaru city development strategies, policies
and programs. Through the Information and Communications Office. Pekanbaru
City Statistics and Encryption, the city government pioneered the Madani smart
card program. The purpose of this study was to determine the effectiveness of the
smart card program at the Department of Communication, Information, Statistics
and Encoding, Pekanbaru City. The type of research used is qualitative research
with a phenomenological approach. The required data collection, both primary
data and secondary data from interviews, observations, documentation, then
analyzed so that conclusions can be drawn from the research problem. The
findings of this study are that the smart card program is still not running well and
effective. The obstacles to this civil smart card program are the pandemic
conditions that hinder the development of civil smart card programs and the
government's attention to this civil smart card program.
