At the present time, business licensing has used an online system, but the level of
public knowledge of online licensing is still low. In an effort to improve licensing
services and increase public understanding of online licensing, the Investment
Agency and Integrated Services Unit for the District of Pasaman created a new
program innovation called the DEBAT program where DEBAT stands for (Come,
Educate, Help, Publish). As for the formulation of the problem in this research, how
is the implementation of licensing service innovations through the DEBAT program
at the Department of Investment and Integrated Services at One Door Pasaman
Regency. The purpose of this study was to determine the implementation of licensing
service innovations through the DEBAT program. The theory used in this research is
the theory of innovation attributes according to Rogers. This study used descriptive
qualitative method. The results of this study concluded that in the application of
innovation according to Rogers, there are several attributes that can be used as a
measure to assess the implementation of innovation which has been concluded as
follows: Relative Advantage, Suitability, Complexity, Possibility to try. Based on the
attributes of these innovations, it can be seen that in general, the Implementation of
Licensing Service Innovations through the DEBAT Program at the Investment and
One Stop Integrated Service Office of Pasaman Regency has been running quite well.
