West Sumatra is one of the provinces on the island of Sumatra consisting
of several lakes, one of which is Lake Singkarak. Lake Singkarak is used as
irrigation, hydropower, tourist attractions, and fisheries through fishing activities
by local residents by utilizing bilih fish as endemic fish located in the waters of
Lake Singkarak. But in its use, there are still many fishermen who use fishing gear
and illicit substances that can lead to increasing complexity of aquatic
environmental problems. The background of the problem in this study is the use of
large enough fishing gear and the disruption of the balance and preservation of
fish in Singkarak Lake, especially the typical fish of the lake, namely bilih fish.
This study aims to determine the success of the implementation of the Governor of
West Sumatra Regulation Number 81 of 2017 and what factors can hinder the
implementation of the regulation. The theoretical concept used in this research is
the theory of implementation of Van Meter Van Horn's policy in Mulyadi in 2018.
This research uses an approach approach with case study research methods and
is descriptive. The research sources used are primary and secondary data in the
form of direct interviews and previous research reports. Data collection
techniques were carried out through observation, interviews, and documentation.
This study found that the implementation of the Governor of West Sumatra
Regulation No. 81 of 2017 has not been realized properly. This is due to the lack
of socialization regarding the dangers of using illegal fishing gear, the lack of
government budget in replacing fishing gear for the community, and the lack of
awareness from the public about the dangers and illegal fishing gear for the
surrounding environment.
