This research is motivated by the discovery of State Civil Apparatus who have not fulfilled the job requirements in accordance with the job analysis, functional officials managing PBJ have not attended training in formation or hierarchy and there are still apparatus who do not have a certificate of basic level expertise.
The purpose of this study was to determine the professionalism of the State Civil Apparatus in the Procurement Section of the Dumai City Regional Secretariat and identify the supporting or inhibiting factors. The type of research chosen is qualitative research with a descriptive case study approach. Data collection techniques were carried out through interviews, observation, documentation and triangulation. Informants in this study amounted to 12 (twelve) people consisting of State Civil Apparatus in the Procurement of Goods and Services, Procurement Officers, Commitment Making Officials and Providers.
The results of this study indicate that the State Civil Apparatus in the Procurement Section of the Dumai City Regional Secretariat is not yet professional. This can be seen from several aspects. First, competence that shows the lack of knowledge of the apparatus related to the procurement of goods and services that are technical in nature so that they do not meet the required technical competency standards. Second, the effectiveness shows the success of the apparatus in the implementation of the procurement of goods and services in accordance with the specified documents, which can be seen from the achievement of work results. Third, efficiency shows that the apparatus does not utilize the available resources in carrying out its duties and functions so that the work takes a long time to complete. Fourth, the responsibility shows that there are tasks and functions that have not been optimally completed by the apparatus in monitoring, evaluating, fostering and advocating for goods and services procurement actors in regional apparatuses.
