Planning And Development Consideration is a forum for deliberation in determining priority programs and program strategies at the sub-district level and packaged using the E-planning application. In this process there is a synchronization of the allocation of development programs and community needs. The purpose of this study is to find out the implementation of the policy on the use of the regional development planning information system in Dumai City and to find out the inhibiting factors of the implementation of the policy on the use of the regional development planning information system in the city of Dumai (a case study on the eplanning application). The research method used in this study is a quantitative method. Based on the results of the research, which was analyzed using the theory of policy implementation from Subarsono, it consisted of 4 indicators, namely communication, resources, disposition and the bureaucratic system. In addition, there are obstacles that still lack spatial facilities and coordinate points to calculate data spatially and also design plans with existing regions. development planning proposals regarding regional development are still hampered because regional officials do not dare to carry out the activities that have been carried out by this system even to the spatial point.
