Manajemen Pemerintah Terhadap Pelatihan Sumber Daya Manusia Melalui Unit Pelaksana Teknis-Latihan Kerja (Upt-Lk) Wilayah I Kota Pekanbaru Tahun 2018
The management of human resources carried out by the government through a
training institution called the Technical Implementation Unit-Work Training
(UPT-LK) of Pekanbaru City is regulated in Riau Governor Regulation Number
77 of 2017 concerning Technical Implementation Units at the Manpower and
Transmigration Office of Riau Province. In its implementation, the government
has several program strategies in developing and realizing productive, skilled and
efficient human resources in order to increase the number of student recruitment
in entering the world of work.
This research was conducted with the aim of describing the implementation of
Government Management and Training of Human Resources through the
Technical Implementation Unit of Work Training and Education (UPT-LK) of
Pekanbaru City in 2018. This research is a descriptive study with an approach
approach. The location of this research was conducted in Pekanbaru City. Data
collection techniques used are observation, interviews and documentation. The
data analysis technique used is descriptive and qualitative methods.
The results of the study reveal that the management carried out by the government
on human resource training in Pekanbaru City is still not running well or
optimally, as evidenced by the implementation of programs that are the focus of
the government in increasing the number of employee recruitment. Participants of

government HR training at UPT-LK Pekanbaru City also has several inhibiting
factors originating from the government to HR itself, thus making the government
assist in realizing superior and competitive human resources.
