Sports achievement in an area is a very proud achievement and can elevate
the dignity and worth. An area that has good achievements in the field of sports
will be able to make the area more visible. Sports achievements in Rokan Hulu
Regency are still said to be weak. Rokan Hulu Regency has not been able to
compete with other regencies in Riau Province. A good sporting achievement
must have intervention from their respective regional governments. Likewise, the
Rokan Hulu Regency government, the Youth and Sports Division, the Youth and
Sports Education Office of Rokan Hulu Regency have a role to play in developing
sports achievements in Rokan Hulu Regency.
The research method used in this paper is a qualitative approach with
descriptive methods. In collecting data, the author uses interview and
documentation techniques. The purpose of this paper is first to find out the
implementation of the functions of the Youth and Sports Division of the Youth
and Sports Education Office of Rokan Hulu Regency in the Development of
Sports Achievement. Second, to find out the inhibiting factors for the
implementation of the function of the Youth and Sports Division of the Youth and
Sports Education Office of Rokan Hulu Regency in the Development of Sports
Achievement.
The results of this study found that the implementation of the function of
the Youth and Sports Division of the Youth and Sports Education Office of Rokan
Hulu Regency in developing sports achievement has been running optimally. This
was proven in the 2018 POPDA event, the ranking of Rokan Hulu Regency
increased from POPDA in 2016. Although there were still shortcomings and
obstacles faced by the Youth and Sports Sector, the Youth and Sports Education
Office of Rokan Hulu Regency.
