Kapabilitas Pemerintah Kota Dumai Dalam Penanggulangan Bencana Banjir

Dumai city is one of the cities in Indonesia that has a high potential danger or
disaster proneness. Floods are a disaster that quite often occurs in dumai city. So
that it takes good City Government Capability in Flood Disaster Management that
occurs, in order to organize the city of Dumai from the prone to future flood
disasters. This is also assisted by human resources who are competent in overcoming
the flood disaster where there are responsible agencies namely BPBD and
BAPPEDA. This research aims to find out how the Capability of the Dumai City
Government in Flood Disaster Management as well as obstacles in the handling of
Flood Disasters by the Dumai City Government. The theoretical concept used by
researchers is the concept of Government Capability from Bevaola Kusumasari 2014.
This research uses qualitative research methods with a descriptive approach. The
results of this study are the Dumai City Government is still not fully capable of
tackling flood disasters in Dumai City, because there are four indicators that have
not been running in accordance with the government's capability in flood disaster
management in Dumai City.
