Dinamika Resolusi Konflik Pertanahan Pt. Css Dengan Masyarakat Desa Pauhranap Kecamatan Peranap Kabupaten Indragiri Hulu Tahun 2019

Land is a very important tool in development and for human life. In exercising these
rights, it is not uncommon to cause various problems or conflicts related to land. Pauhranap
Village, which is located in the Peranap sub-district, is a village that has potential in the
industrial sector, where most of the people work as farmers and work in industry. PT CSS (Citra
Sumber Sejahtera) is one of the companies that was established in Indragiri Hulu Regency,
Peranap District precisely in Pauhranap Village which is engaged in HTI (Industrial Plantation
Forest) which was established in 2002. Initially the forest area which is usually enjoyed for the
prosperity of the community, now This has been turned into an Industrial Plantation Forest area
under PT CSS. Since the establishment of PT CSS in Pauhranap Village, there have been several
problems/conflicts. one of which PT CSS did not realize the 3,500 ha of living plants for the
community from the area of the IUPHHK-HTI permit. The formulation of the problem used in
this study is the factors that cause conflict, how the dynamics of the conflict resolution process
that occurs between PT CSS & Community and what are the factors that do not resolve the
conflict. The purpose of this paper is to determine the factors causing the conflict, dynamics of
conflict resolution and the factors of non-completion of conflict. This study uses a descriptive
qualitative method by conducting data collection techniques through interviews, observations
and documentation.
The results of this study are the factors that cause conflict caused by internal factors and
external factors. Internal factors, namely the status of ownership and land boundaries that are not
clear, Agricultural crops belonging to the community are damaged by PT CSS, Differences in the
goals and interests of each party. The external factor is the lack of public understanding about
land consolidation. This leads to misunderstandings that lead to conflicts. The conflict
resolutions used are grouped into individual arrangements and third party intervention. The
factors that caused the land conflict between PT CSS to be not resolved and the community were
caused by the mindset of the conflict, low level of participation, unclear land boundaries and
unclear land owners.
