The stigma of a toothless tiger that is still attached to the Ombudsman of
the Republic of Indonesia, the rise and fall of the number of reports that can be
completed by the Ombudsman of Riau Province, and the City of Pekanbaru being
the domination with the most reports in the past few years are the reasons for
conducting this research. The purpose of this study was to find out about the
implementation of the authority of the ombudsman of the Republic of Indonesia
representing the Riau province in supervising public services in Pekanbaru City in
2019. This study used a qualitative method. The location of this research is at the
office of the Ombudsman of the Republic of Indonesia representative of the
province of Riau having its address at Jl. Hang Tuah No. 34, Suka Mulia, Sail
District, Pekanbaru. Data collection techniques with semi-structured interviews
and documentation. The technique of data analysis is to collect data, reduce data,
present data, and draw conclusions.
The results of this study Based on the implementation of 3 (three) of the 7
(seven) authorities possessed by the Ombudsman of Riau Province, namely first,
summoning parties related to the reporting party or the reported party. the
complainant, the reported party and related parties. Second, the implementation of
the Ombudsman's authority in making recommendations for completion of
reports. In this case, it can be seen that the Indonesian Ombudsman in the
Representatives cannot make a recommendation directly, but can only submit the
Final Examination Report to the Indonesian Ombudsman at the Center. Because
recommendations can only be issued by the Indonesian Ombudsman at the Center.
Third, the implementation of the authority of the RI Ombudsman for Riau
Province in announcing the findings and conclusions. In this case it can be
concluded that with this authority, the RI Ombudsman Riau Province has
experienced difficulties, this can be seen based on a direct statement from the
Head of the RI Ombudsman Representative for Riau Province who realized that
this authority was the most unsuccessful that the Riau Province Ombudsman
carried out, in this case because the Provincial Ombudsman Riau, which is still
trying to maintain the confidentiality of the identity of the reporter or the reported
party.
