Implementasi Peraturan Lembaga Administrasi Negara (LAN) Nomor 10 Tahun 2018 Tentang Pengembangan Kompetensi Pegawai Negeri Sipil Pada Sekretariat Daerah Kota Dumai
This research is motivated by one of the development missions of Dumai
City, namely realizing an effective, clean government through professional,
aspirational, participatory and transparent governance. The fact that the case
shows that the development of Human Resource Apparatus Dumai cannot be
implemented optimally. This is due to the low competence of civil servants in
Dumai City Government. Can be assessed by measurement of professionalism
ASN index is still low Dumai.
The purpose of this study was to determine the implementation of the
Regulation of the Public Administration Institute (LAN) No. 10 of 2018
concerning civil competence development in Dumai City Secretariat as well as to
identify the factors that hinder the implementation of the policy. This research use
approach qualitative research methods descriptive. The primary data obtained
directly through interviews of informants, selected using purposive sampling
techniques.
The results of this study indicate that the implementation of the policy
implementation of civil servant competence development at the regional
secretariat of Dumai City has not achieved the expected results, where in the
implementation of the policy the lack of resources and dispositions is the cause of
not achieving the goal of fulfilling the needs of civil servant competence
development.
