Changes in the world of education in 21st century learning as a means of preparing a generation that has various abilities to face every challenge in life. Must-have skills such as mastery of information and communication technology. Changes in education in indonesia due to the impact of the Covid-19 pandemic caused the learning system to change to online and then to limited face-to-face learning. Learning with limited online and face-to-face strategies that take place requires the readiness of students and teachers to be competent in carrying out learning using technology. These changes cause various problems to arise, such as less effective learning, less varied learning resources so that students' knowledge is limited.
Riau Province has a variety of local potentials that can be used as learning resources, especially for studying the material concepts of the plant world. The diversity of local potentials such as Green Open Spaces, which include City Forests, City Parks, and Tourism Parks. The purpose of this study was to develop and determine the quality of the Electronic Encyclopedia of Spermatophyta for Class X High School Students.
This research is research and development (Research and Development). Using the ADDIE Model which consists of the Analysis stage, namely conducting a needs analysis. Design, carry out product design, validation sheets and limited test responses. Development, conducting product development and testing product validity from material experts, media experts and biology teachers. Implementation, conducting small-scale trials or limited trials of phase I on 10 postgraduate students and phase II on 31 students of class XI MIPA. Evaluation, Conducting an evaluation of each stage carried out.
The results of the research at the analysis stage of the curriculum used in the learning process at school are the 2013 Basic Competence curriculum which is appropriate in the development of this Electronic Encyclopedia is KD (3.7) Plantae. The results of the analysis of student characteristics show that students prefer to learn through discussion, students prefer to learn in an environment outside the classroom and students are more interested in learning with books that have lots of pictures, so a Flipbook Maker-based Encyclopedia of Spermatophyta learning resource was developed.
The results of the development stage research include the results of material expert validation with an average score of 71.19 in the Good category, the results of media expert validation with an average score of 83.56 in the very good category and Biology teachers with an average score of 86.66 in the very good category. The results of the implementation of a small scale or limited to the limited trial phase I with an average score of 82.22 in the very good category and the results of the limited trial in phase II with an average score of 82.89 in the very good category.

Based on the results of the validity test and limited trial, overall scores were obtained in a very good category so as to produce an Electronic Encyclopedia of Spermatophyta based on Flipbook Maker which was of high quality and could be used as a learning resource.
