States regulate the authority of institutions and bind the decisions of communities and
institutions, especially customary institutions through laws. The modern state generally
penetrates civil society communities and implements polytk logic in all decisions in the areas
of the state. Penetration of the State in the mean is a policy or action that is carried out by the
state or region in formulating and enforcing the rules of the game in social, economic and
political life to influence the village is able to adapt and utilize technology well to facilitate
village devices in helping its performance to be carried out properly and efficiently in
addition to making it easier in public services in the village.
The expansion of infrastructure development is intended to reduce the information
gap between rural and municipal communities. The government's assumption, if the
information gap between villages and cities is not immediately overcome will disrupt the
smooth national development. With that the government policy seeks to build Information
Technology infrastructure in various regions, especially in rural areas in the beginning of the
renewal of public services in the village. This research was conducted in Muara Basung
Village, Tepi District which has been utilized for village development but on the other hand
is still less than optimal in its implementation. However, the State comes into the form of
interventions in which the state as the maker of a policy to regulate by issuing such laws and
regulations. This research uses qualitative approaches with descriptive methods. In data
collection the author uses interview techniques and documentation. Penetration of the State in
the context of use intervention. Information Technology in the Village is seen from the
participation of the state in taking a policy where the village is a remote area that must
participate in triggering the development of Information and Communication Technology
(ICT).
