Evaluasi Kebijakan Tambahan Penghasilan Guru Di Kota Pekanbaru Tahun 2019
Policy evaluation is a final step in a policy process. The evaluation of the
Additional Employee Income (TPP) policy given to Civil Servant (PNS) teachers
led to a demonstration of Civil Servant (PNS) teachers demanding the revision of
Pekanbaru Mayor Regulation Number 7 of 2019 on Additional Employee Income
that was not provided by the Pekanbaru City Government to Civil Servant (PNS)
teachers in 2019 in Pekanbaru City. The purpose of this study is to explain the
evaluation of the Additional Employee Income Policy in Pekanbaru City in 2019.
The theory used is based on 4 indicators from the theory of Bridgman &
Davis, namely input indicators, process indicators, output indicators, and outcome
indicators. The research method used in this study is a qualitative research
method. The author's data collection technique uses interview, observation, and
documentation techniques.
The results of this study indicate that the evaluation of the Additional
Employee Income Policy in Pekanbaru City in 2019 in the indicators of teacher
resource input and facilities and infrastructure is in accordance with the TPP
program. The process indicators from the evaluation results of the Employee
Income Supplementary Program (TPP) have been achieved according to Mayor
Regulation Number 7 of 2019 but are not effective because PNS teachers as actors
affected by the policy feel disadvantaged. Output Indicators In the Pekanbaru
Mayor Regulation Policy indicator Number 7 of 2019 it has not been effective and
efficient. On the outcome indicator, the program results have a negative impact on
the Mayor's Regulation Number 7 of 2019 causing teacher action in Pekanbaru
City in 2019.
