ABSTRACT
Background Consumer product safety is a major contemporary concern
for all market economies. To provide a sense of security to consumers, especially
Muslim consumers, producers are required to include halal labels on product
packaging. In Tanjung Pauh Hamlet, Rokan Hulu Regency, there are 8 palm
sugar business actors but none of these 8 business actors carry out their
obligations as business actors, especially to provide halal labels on the
packaging. This is regulated in Article 4 in Law Number 33 of 2014 concerning
the Implementation of Halal Product Guarantees, namely products that enter,
circulate, and are traded in the territory of Indonesia must be certified halal
This type of research is empirical juridical research because with this
research the author directly conducts research on the location or place under
study in order to provide a complete and clear picture, while the population and
sample are palm sugar business actors and LPPOM MUI and BPJPH Riau
Province. The purpose of this study was to determine the of obligation business
actors for the halal label and the obstacles and efforts in fulfilling the obligations
of business actors for the halal label.
The results of writing this thesis are firstly the halalness of palm sugar
based on the product packaging which focuses on the halalness of palm sugar
products marked by the product packaging which is marked by the halal label and
the obstacles as well as what efforts are made by palm sugar business actors to
fulfill the obligations of the perpetrators efforts to use the halal label on the
packaging of palm sugar products in Tanjung Pauh, Rokan Hulu Regency.
The conclusion of this study is that the obligation of business actors for
the halal label on the packaging of palm sugar products is still not maximized due
to ignorance and business actors do not get socialization about Law Number 33
of 2014 concerning Guaranteed Halal Products. Palm sugar business actors also
have several obstacles from government factors, minimal costs for business actors
and the efforts made by business actors are participating in the socialization of
the Unri Kukerta team in 2020 and participating in programs that have been
prepared by the Unri Kukerta team. The author's suggestion is that the
government should be more active in providing socialization related to SMEs and
pay close attention to how these palm sugar business actors can carry out the
mandate of Law Number 33 of 2014 concerning Halal Product Guarantee and for
business actors should always be active in providing products. palm sugar
properly so that consumers feel comfortable and carry out what has been given by
the Unri kukerta team.
