Analisis Peran Dinas Perpustakaan Dan Kearsipan Dalam Pembinaan Arsip Di Dinas Kesehatan Provinsi Riau Tahun 2019-2020

The development of an archive is very important to do, this is considering the
existence of archives is needed. Archival development is stated in “Perka
ANRI Nomor 22 Tahun 2012 which discusses the design of archiving
development in the scope of regional government. The regulation mentions
aspects of development which include organizational or institutional
development, training for human resources, implementation of guidance on
aspects of facilities and infrastructure, aspects of system development and the
last is budgetary aspects. These five aspects become a reference for Dispusip
to carry out archiving development. The purpose of this study was to
determine the role of the Library and Archives Service in providing guidance
to the Riau Provincial Health Office in 2019-2020. The research approach
used is a qualitative approach and this type of research is descriptive. The
location of this research was carried out at the Office of the Library and
Archives of Riau Province and the Office of the Health Office of Riau
Province, data collection techniques were carried out by interviews and
documentation.
This study uses the theory of Guidance Santoso (1995) to measure the role of
the Riau Provincial Library and Archives Service in providing inactive
archive development to the Riau Provincial Health Office. The results of this
study indicate that in the guidance carried out by the Library and Archives
Service of Riau Province, it has a role that is considered intense. The next
step is to give instructions to archivists in the Health Office and all OPDs in
Riau Province. Meanwhile, in providing guidance, the latter is in the form of
making a manual containing Governor's Decrees, Circulars, Regional
Regulations and so on related to the rules or legal umbrella of the
implementation of inactive archive development to the Health Service.
