Implementasi Kebijakan Dalam Penyelamatan Usaha Mikro Kecil Dan Menengah (Umkm) Di Masa Pandemi Covid-19 Di Kota Pekanbaru Tahun 2020
In the context of the National Economic Recovery (PEN), the government
implemented various policies targeted at restoring the condition UMKM as one of
the sectors most affected by the pandemic. Pekanbaru City Government needs to
make various efforts to help the community's economy through various policies.
Economic Recovery Efforts for UMKM affected by the Covid-19 Pandemic, one of
which is the Assistance for Micro Business Actors (BPUM) program which is a
capital assistance grant for micro-enterprises affected by COVID-19 with
assistance of 2.4 million by the Government through the Ministry of Cooperatives
and UMKM. RI sourced from the State Revenue and Expenditure Budget (APBN).
The purpose of this study was to determine the implementation of policies in saving
UMKM from the impact of the pandemic in Pekanbaru City.
This study uses a qualitative method that describes the data descriptively.
Data collection techniques used are interviews and documentation. While the
source of data used is primary data obtained from the research location in the form
of research informants and supported by secondary data, namely related
documents. The location of this research is in the city of Pekanbaru. This study uses
the theory of Van Meter & Van Horn which states that policy implementation runs
linearly from political decisions, implementers and public policy performance.
The results of this study show that the implementation of policies through
the BPUM program is still not right on target, there are still many recipients who
do not meet the requirements to receive assistance and there are still microenterprises
that do not know the assistance information. The resources owned by
the institution are also inadequate, especially in human resources and
infrastructure in the process of administration and registration of assistance.
Proposing institutions have various characteristics, such as being centralized and
initiative in implementing the BPUM program as well as communication between
institutions that is still not as expected, because there are still data differences in
each institution, and limited means of communication. In implementing the Micro
Business Aid (BPUM) policy in the Pekanbaru City area, it can be concluded that
the program has not been implemented as expected.
