Strategi Dinas Pariwisata Dan Kebudayaan Kabupaten Kuantan Singingi Dalam Mengembangkan Objek Wisata Pemandian Air Panas Sungai Pinang Kecamatan Hulu Kuantan Kabupaten Kuantan Singingi Tahun 2016-2019
Hot springs are one of the attractions in Kuantan Singingi Regency. Sungai Pinang Hot Springs is located
in Sungai Pinang Village, Hulu Kuantan District, Kuantan Singingi Regency, Riau Province. Kuantan
Singingi Regency in the tourism sector has great potential to be explored because the Kuantan Singingi
Regency Government will disburse a budget of Rp. 17 billion to fix the hot spring tourist attraction area.
A budget of IDR 17 billion is proposed through the 2020 Kuantan Singingi Regional Revenue and
Expenditure Budget Draft. The wealth of tourism potential owned by Kuantan Singingi Regency, of
course, requires good and proper management. To manage this potential, the main role is in the hands of
local governments. However, the local government has not shown its seriousness in managing Kuantan
Singingi tourism, this can be seen from the absence of regulations governing tourism development.
This study aims to determine the potential and inhibiting factors for developing the potential for hot
spring tourism objects in Sungai Pinang, Hulu Kuantan District, Kuantan Singingi Regency. This study
uses descriptive qualitative methods and data collection techniques based on observations, literature
studies and interviews.
The results of this study indicate that in developing the Sungai Pinang Hot Springs Tourism Object, Hulu
Kuantan District in 2019 they have not yet fully implemented and implemented the official strategy
because they only implemented the strategy after the budget was received. The factors constraining the
Department of Tourism and Culture of Kuantan Singingi Regency consist of internal factors and external
factors. As for the internal factors, namely, limited funds, the absence of a Regional Regulation on the
Master Plan for Regional Tourism Development, and inadequate Human Resources. While the external
factor is the low participation of the private sector in the development of tourism destinations.
