The implementation of legal awareness-raising activities aimed at
fostering and increasing legal awareness for the community carried out by the
intelligence section of the Rokan Hulu state attorney's office is still experiencing
various obstacles, such as the increasing number of criminal acts that occur in
Rokan Hulu, especially in criminal acts such as narcotics cases, protection
children and theft. Based on the data that the author obtained from the Rokan
Hulu state attorney's office above, that the number of criminal acts that occurred
in the jurisdiction of the Rokan Hulu state prosecutor's office from 2018, 2019 to
2020 tends to increase. The formulation of the first problem is why the number of
criminal acts that occurred in Rokan Hulu increased in 2018, 2019 and 2020 is
related to the duties and authorities of the intelligence section at the Rokan Hulu
state attorney's office in the field of public order and peace, secondly how is the
conception in strengthening the role of the intelligence section of the state
prosecutor's office Rokan Hulu in the field of public order and peace is associated
with efforts to prevent criminal acts at the Rokan Hulu state attorney's office. The
type of research used is sociological law research in the Rokan Hulu District
Attorney's Office. As for the results of the research, the causes of the number of
criminal acts in the upstream area increased because in the implementation of
their duties and authorities, the prosecutor's office found obstacles and obstacles
that hindered the role of the prosecutor in the field of public order and peace,
namely the lack of prosecutors/HR personnel who would carry out activities. legal
counseling and information, the distance from the locations that will be targeted
for legal counseling and information (not all places can be reached due to the
large area), the lack of budget for conducting legal counseling and information
activities as well as the lack of awareness and willingness of the community to
participate in legal counseling and information activities. Conceptions in
strengthening the role of the intelligence section of the Rokan Upstream State
Prosecutor's Office include the conception of strengthening human resources for
the intelligence section of the Rokan Hulu State Attorney's Office in the
administration of public order and peace, the conception of maximum use of the
budget, the conception of a work program for public order and peace which aims
as an effort to prevent criminal acts, the concept of cooperation with the regional
government of the Rokan Hulu Regency and the village government of the Rokan
Hulu Regency, and the concept of increasing the frequency of organizing
activities to increase public legal awareness in the working area of the State
Attorney.
