Pemanfaatan Hasil Talent Pool Pada Jabatan Pimpinan Tinggi Di Kota Pekanbaru
The creation of a merit-based talent pool from which to hire is a recent innovation utilised in the management of the ASN. The call for the creation of a talent pool program was suggested by the National Civil Service Agency (Badan Kepegawaian Negara). This talent pool program and its corresponding talent management system classifies potential talented civil servants based on their potency and competency assessment. The result of this assessment creates a talent pool and system that facilitates the filling of critical positions within government. The resulting database may also be used by governmental institutions to aid career development as well as personal development for each civil servant. However, the database has (so far) not been used for any follow-up by most of the governmental institutions. This study aims to identify the best way to create a talent pool as well as how best to utilise the resulting talent pool to serve the government of Pekanbaru. The study also aims to better understand the difficulties faced by the BKPSDM. The research applies a qualitative method with interview sessions. From the collected data, it is found that the utilisation of this talent pool result is not yet optimised. The result of the potency and competency assessment is not used for competency and career development due to the absence of local regulation, the lack of support from local government, political intervention, and the absence of an authorised agency for delivering recommendations based on assessment results.
