Model Pemberdayaan Masyarakat Dalam Pengelolaan Perkebunan Kelapa Sawit Yang Berkelanjutan Di Provinsi Riau

Oil palm is one of the cultivated plant commodities created by God Almighty that can live well in Riau Province. The government, the private sector and the community benefit greatly from the palm oil commodity.
The main objective of this research is to formulate community conditions from economic, social and ecological aspects in Riau Province, by analyzing community conditions in the management of oil palm plantations from economic, social and ecological aspects and management of oil palm plantations.
The research method uses a mixes method to develop a model of community empowerment in managing sustainable oil palm plantations in Riau Province with a population of 240,490 people and a sample of 139 respondents. The study used a survey method with purposive sampling technique in determining the sample. To formulate the model using Structural Equation Modeling (SEM) analysis and the application of Analysis Momment of Structural (AMOS).
Economic conditions of the community increased income. The increase in income was obtained from additional income from the sale of fresh fruit bunches (FFB) of oil palm. In addition to income, community-run PKS also provides opportunities for increasing employment opportunities. The manifestation of employment in this sector, the community asks for help from other people (labor) in managing oil palm plantations.
The social condition of the community is based on the community's motivation to plant oil palm. The motivation has two elements, namely the elements of the success of the community who have planted oil palm and the ease of maintenance and supervision.
Ecological conditions are the conditions of the land used in oil palm cultivation. Some of the oil palm plantations carried out by the community have not followed the ISPO guidelines. For example, oil palm plants planted less than 1 meter on the banks of the river tend to curve towards the river. Some of the community's oil palm plantations are still in peatland areas.
Analysis of palm oil management conducted by the community. The management of oil palm by the community affects the sustainability of the plantation. Some of the management of oil palm plantations carried out by the community include: 1) Land selection; 2) Oil palm planting; 3) Maintenance; and 4) Fertilization.
First, the community in choosing PKS land is mostly based on the status of their own property rights. Land selection does not take into account the position of flat, sloping or sloped land, watersheds, and swamps. Second, people who plant mostly on flat land positions. Most of the communities in planting oil palm have been ideally distanced. Third, the community in fertilizing partly depends on the financial condition of the family. Fertilization in this way affects production yields and the continuity of land quality. Most people do not know the impact of fertilization.
Fourth, some people in carrying out maintenance of oil palm plants have been concerned about plants that are not producing well. This is done by inserting (replacing) the damaged plant. The next society is midwife. Maintenance of fronds by budding, most people have carried out regular budding every year. Some

communities also clean the grass around the disc and control pests and diseases of oil palm plants.
The model of community empowerment in managing sustainable palm oil was prepared using SEM Analysis. From the results of the SEM Analysis of Community Empowerment by measuring each variable with a constant value of 1. Factor analysis is used to determine the magnitude of the loading factor in each indicator. Each loading factor is an illustration of the size of the indicator's contribution to the latent variable. The bigger and more positive the number zero, the bigger the picture of the contribution of the value of the loading factor. This gives the role of indicators of latent variables more convincing. It can be concluded that the latent variables KL, PM, TD and PKH are in accordance with the positive contribution described by each indicator to be used as elements of the community empowerment model in sustainable oil palm plantation management.
The findings in this study are that using low productivity in sustainable management of oil palm plantations in Riau Province is caused by: the occurrence of neglect by farmers in managing oil palm plantations and not paying attention to the correct planting process based on the existing land contours”. With the Structural Equation Model (SEM) analysis using the Analysis of Moment Structure (AMOS) program, a community empowerment model is formed that formulates elements of improving the quality of life, community participation, power transfer and environmental awareness in managing sustainable oil palm plantations.
