This study aims to find out about the problematic role of the lurah as a motivator, facilitator, and mobilizer in community empowerment through the waste bank program in Tobek Godang Village, Bina Widya District, Pekanbaru City. The method used is descriptive research with a qualitative approach with data collection techniques using observation, interviews, and documentation. The findings in this study indicate that the problematic role of the lurah in community empowerment throught the waste bank program in providing motivation is still ineffective because it is not carried out in a sustainable manner and cannot ambrace the whole community so that onlysome people understand and participate in thee waste bank program in the Kelurahan. In carrying out its role as a facilitator, there are problems encountered, namely the low waste bank allocation and financial transactions that affect the running of waste bank activities. The lack of public interest in participating in waste banks has led to a decline in existing financial transactions. The problem with the role of the lurah as a mobilizer for the waste bank program is that he is busy and has limited time,so he has few opportunities to participate in empowerment activities
