This research purposful to afford an study of the capability of learning package c. This research was conducted at Harapan Bangsa self-study activity center, Tarai Bangun Village, Tambang Region, Kampar Sectore which involved 5 informants who were used as research subjects, consisting of 2 core informants, 2 control informants and 1 observer informant. Info accumulation prosedure on this reasearch calling investigation techniques, interviews with indications. The effectiveness about learning package C is less effective during the COVID-19 pandemic because the studying system during the epidemic is online, not all studying residents understand the provision of online material, tutors have prepared materials according to the curriculum and tutors deliver materials using the WhatsApp application and collect assignments also through WhatsApp, the quality of learning for each learning resident is the same, only the delivery method to learning residents is different, by paying more attention to learning residents who have advanced ages, whose understanding is not good.
