Komunikasi Sumber Daya Aparatur Pemerintah Dalam Penanggulangan Covid-19 Kepada Masyarakat Di Kabupaten Kuantan Singingi

At the end of December 2019 the world was faced with the emergence of a new
Coronavirus that started in Wuhan, China and was named the Sars-CoV-2 virus
and the disease was called Corona Virus Disease 2019 (COVID-19) including in
Indonesia. The high rate of spread and transmission of Covid-19 causes various
impacts, including economic, health, educational, and even social impacts. Good
communication in overcoming the covid 19 outbreak is very necessary for the
Government so that every program that has been planned will be carried out
properly such as social assistance that is right on target. This research uses
descriptive qualitative research methods. Determination of informants from this
study using purposive informant selection techniques, while the object of this
research is communication of government apparatus resources in handling
COVID-19 to the community in Kuantan Singingi Regency. The results of the first
study, the transmission aspect in communication of government apparatus
resources in overcoming the spread of COVID-19 to the community in Kuantan
Singingi Regency has been going well. The Kuantan Singingi Regency
Government issued a Regent's Instruction and Circular as a follow-up to the Riau
Provincial Government Instruction and coordinated it with stakeholders such as
the Regional Leadership Forum, the Covid Task Force (Satgas), Head of Service,
Camat, Lurah to volunteers. However, the transmission in economic response by
providing Social Assistance to people affected by Covid-19 did not run optimally
because it was still found that people did not know about the social programs
issued by the Central Government through the Ministry of Social Affairs, Direct
Cash Assistance from the Kuantan Singingi Regency Government to Direct Cash
Assistance from Village Fund. The clarity of information in the communication
carried out by government officials in handling Covid-19 is still not optimal
because it is still found that people do not understand the importance of
maintaining health by implementing health protocols and carrying out
vaccinations. Communication carried out by government officials to the
community in handling Covid-19 has not been running consistently, based on
findings in the field that government officials only provide education and
understanding directly several times by visiting several crowded places. to
villages in providing education and understanding to the community in
implementing health protocols and collecting data on social assistance recipients.
The lack of education levels so that there are still people who do not believe in the
existence of this corona virus. Lack of budget in communicating with the
community, one of which is the lack of billboards and banners installed in every
area in Kuantan Singingi Regency.
