Peran Joint Business Council (JBC) Indonesia Sebagai ‘Mesin Pertumbuhan’ Dalam Kerjasama Indonesia Malaysia Thailand -Growth Triangle (IMT GT) 2003-2009
This thesis discusses how the private sector which is part of the Joint
Business Council (JBC) Indonesia plays an important role in the sub-regional
economic cooperation (KESR) Indonesia Malaysia Thailand Growth Triangle
(IMT GT). Since its inception, the governments of these three countries have given
a large portion of the role to JBC. It was even stated that JBC was encouraged to
become a growth engine in this collaboration. However, this big role is still
supported by the government as a policy maker and facilitator. Based on input
from JBC, the government then simplified and refined regulations, procedures
and removed barriers to trade. The government also provides various
infrastructure facilities such as airports, wharves and seaports so that the
connectivity of people, goods and services from this growth triangle continues to
grow. The implementation of the policy was again carried out by JBC or the
private sector earlier.
The theoretical framework used in this study is the Growth Triangle by
describing the challenges, advantages and difficulties encountered in this subregional
economic cooperation. In this study the authors also use the concept of
Paradiplomacy. With this concept, it can be seen the involvement of local actors
in the case of Kadin Riau, whose chairman is generally appointed as the National
Director of JBC Indonesia. The concept of paradiplomacy is also very fitting to
see the role JBC Indonesia plays in this growth triangle cooperation.
JBC Indonesia in the 2003-2009 period was able to carry out its role very
well in accordance with JBC's framework of reference as a result of the 1997 IMT
GT Report Task Force. Not only carrying out administrative tasks for organizing
meetings, JBC Indonesia also succeeded in realizing four main areas of
cooperation, namely trade and investment, tourism, infrastructure, agriculture,
agro based industry and environment.
