Good Governance Dalam Penertiban Penyelenggaraan Reklame Di Kota Pekanbaru

Pekanbaru Mayor Regulation Number 50 of 2021 concerning the Implementation of Billboards stipulates the establishment of the membership of the Billboard Team consisting of Bapenda of Pekanbaru City, DPMPTSP of Pekanbaru City, and Satpol PP of Pekanbaru City. The Billboard Team was formed to control the implementation of billboards that are not in accordance with regulations. But in reality, there are still problems related to Good Governance in the Billboard Team, so that billboard control in Pekanbaru City has not run optimally. The purpose of this research is to describe how Good Governance in controlling billboards in Pekanbaru City and identify the obstacles to Good Governance in controlling billboards in Pekanbaru City. This research uses United Nation Development Program theory in (Khairudin, Soewito, & Aminah, 2021:15), namely, participation, obeying laws or rules, transparency, responsiveness, consensus, equity, effectiveness and efficiency, accountability, and strategic vision. This research uses descriptive qualitative research methods, with data collection techniques through observation, interviews, and documentation. The data analysis used is data reduction, data presentation, conclusion drawing and verification. The results of this study indicate that Good Governance in controlling the implementation of billboards in Pekanbaru City has no commitment to the Billboard Team. The obstacles faced are limited budget, lack of strategic vision and Standard Operating Procedure.
