In preparing water resource management plans, it is essential to analyze both water recharge and catchment areas. These analyses yield zones for water resource utilization. The process involves using ministerial regulations that specify parameters, scoring, and weighting values to derive analytical results. Indonesia has specific regulations for identifying water recharge areas: Ministerial Regulation PUPR No. 10/PRT/M/2015 on Water Regulation and Irrigation Planning and Technical Plans, and Ministerial Regulation LHK No. 10 of 2022 on the Preparation of General Plans for Forest and Land Rehabilitation in Watershed Areas and Rehabilitation Plans for Forests and Lands.
This research aims to understand the spatial analysis of water recharge areas in the Rokan River Region based on the parameters outlined in these two regulations. Additionally, the study seeks to compare the statistical distribution of water recharge areas in the region based on the parameters from both regulations. Another goal is to determine a more efficient method for analyzing the distribution of water recharge areas between the two regulations. The research was conducted from September to November 2024 in the Rokan River Region. Data analysis was performed through the overlay process of rainfall maps, soil types, land use, and slope maps. This process involved scoring and weighting values according to the parameter classifications from each regulation, and the accumulated values were visualized as water recharge area maps.
The findings revealed different distribution patterns in the visualization of outcomes from the two regulations. Statistical tests indicated significant differences between the groups tested. Using Ministerial Regulation LHK No. 10 of 2022 was found to be simpler as it did not require justification in the soil type scoring process, compared to using soil texture maps in Ministerial Regulation PUPR No. 10/PRT/M/2015. However, official soil texture maps are not yet available from relevant agencies, necessitating justification from existing soil unit maps.
