This study aims to analyze the condition and performance index of
breakwater structures on Bengkalis Island based on the Guidelines of the
Ministerial Circular Letter of the Ministry of Public Works No. 1/SE/M/2011, as
well as to analyze the priority scale for handling the breakwater structures on
Bengkalis Island. The research was conducted through direct field assessment. The
physical condition was evaluated based on the condition of each element of the
coastal protection structures and assigned scores from 1 to 4 referring to the
Ministerial Circular Letter No. 1/SE/M/2011.
The research findings indicate that the coastal protection structures on
Bengkalis Island are generally in good condition, with performance index values
ranging from 1.05 to 1.47. The recommended action for these structures is regular
monitoring. The highest priority for intervention is given to Breakwater Sections 1
through 3 in Pambang Pesisir, classified as Priority A in environmental terms due
to their location in residential areas (L1). This prioritization is based on the fact
that these sections protect various important assets such as outer islands,
residential zones, roads, and more. Meanwhile, in terms of erosion or abrasion
levels affecting the structures, all breakwaters are classified under Priority Scale
E, indicating that the structures are still in good condition.
