This study aims to test empirically the relationship between (1) the influence of public participation on the role of DPRD members in the regional financial control (APBD), (2) the influence of Personal Background on the role of DPRD members in local financial control (APBD), (3) Political background to the role of DPRD members in local government oversight (APBD), (4) the influence of regulatory members' understanding on the role of DPRD members in local financial control (APBD). This research uses saturated sampling method. Population in this research is member of DPRD Riau Province. The sample used is all members of the population of 63 respondents. Data collection techniques used is to spread the questionnaire. The technique of data analysis using multiple linear regression analysis with the help of SPSS ver 24 program. The results showed that community participation had an influence on the role of DPRD members in local financial oversight (APBD) with a direct effect of 0.001 significant, individual backgrounds had an influence on the role of DPRD members in local financial oversight (APBD) with a direct effect of 0.002 significant, The influence on the role of DPRD members in local financial oversight (APBD) with a direct effect of 0,000 significant, and the understanding of the DPRD member regulation has an influence on the role of DPRD members in local financial oversight (APBD) with a direct 0.000 significant effect. Based on the results of the study concluded that the coefficient of determination (R2) of 0.656. This means that 65.6% of the DPRD members' role in local government oversight (APBD) can be explained by the variables of community participation, individual background, political background and regulatory understanding of DPRD members. While 34.4% is explained by other variables.
