Analisis Kebijakan Pengendalian Kebakaran Hutan Dan Lahan Di Provinsi Riau Tahun 2010-2015

Land and Forest Fires always accur in Indonesia at least in every year. The central and provincial government have made various act to deal with land and forest fires in preventively and repressively. However, fires still going on from year to year which effected to material and social problems. This research aims inidentify and analyze land and forest fires control policy in Riau Province on 2010-2015, especially related to the role and actors configuration, programs and network in the control policy of land and forest fires. This research used the theory of Lester and Stewart policy which explains that policy implementation is defined as administration laws inti various actors, organized (networks) to achieve the policies. And this research used a qualitative approach.

The results of this research indicate that land and forest fires control policy in Riau Province is still more focused on repressive efforts than preventive efforts. For that reason, land and forest fires control policies need to be revaluated in order to find the best solution in avoiding land and forest fires, among others by revorming forest and land management policies; reviewing land use permits; resolve land dispute issues; support efforts to control of land and forest fires with an optimal budget; forming regulations on the control of land and forest fires; empowering the community of land users not to burn the forest and fine new ways that do not damage the environment.
