The election of Regional Head (Pilkada) will be held simultaneously on December 9, 2015. A new era in electoral systems, to create local accountability, political equity and local responsiveness. Pelalawan elections produce the dynamics that occur therein. Starting from the dynamics of issues, mass and party. So this study analyzes how the dynamics of regional head elections and the dynamics of issues, mass and parties occur.
This research uses qualitative descriptive research method. Primary data obtained through interviews with key figures; Secondary data obtained from relevant agencies such as the General Election Commission and the Election Supervisory Board as well as the Party's offices in Pelalawan Regency.
The results showed that: First, the existence of dynamics that occurred in the stage before the elections up to the selection of selected election by the KPU. Second, the existence of buying and selling black campaign issues that attack both candidate pairs, the involvement of central figures and Civil State Apparatus and the seizure of the party and the United Development Party United Development Party.
