Efektivitas Proses Pengelolaan Dana Desa (DD) Di Kecamatan Singingi Hilir Kabupaten Kuantan Singingi Tahun 2016-2017

This research departs from the vision of the President Tri Sakti for the period 2014-2019 to submit thr program at the focus of the achievement of the ideal of the Indonesian people on political sovereignty, economic independence and cultural personality. To realize this vision, the domestic government (in Nawa Cita) built Indonesia from districts with regions and villages in the development of the Unitary State of the Republic of Indonesia. One form of State recognition for Villages is the provision and distribution of Village Fund sourced from the State Budget (APBN). The starting from the phenomenon and problems of Government Management in realizing a program has not been seen to be done fully. Government and the quality of human resources thar are less disciplined or less professional. The purpose of this is to explain the Effectiveness of the Village Fund Management Process (DD) in the Singingi Hilir District, Kuantan Singingi Regency, which is seen from the stages, namely: Achievement of Goals, Timeliness, Accordance with the Community’s Expectations and Supporting and Obstering Factor in the Fund Management Process Village (DD). This study uses a Qualitative research method that aims to study the development of certain physical facilities, as well as fully describe social phenomena through a description with clear arguments. Primary data were obtained directly from informants in the form of observations and interviews. Secondary data were obitaned from literature, books, artilces, journals and documentation related to the management of the Village Fund (DD).
Based on the results of this study found the following matters: First, Human Resources are still very limited and not yet in accordance with competencies, both in terms of quality of educations and Work experience. Second, get information obtained by the community from the Regency/City government so that the community does not know their function as a monitoring team. Third, socialization is still minimal in every Musrenbang So those who are denied public participation.
