Economic policy is a policy taken by the government in the economic field with
the aim of spurring the wheels of the community's economy. The government is expected
to be able to provide direction or guidance to the community about the economy, because
in our country the community is the government's partner in running the economy so that
the goals that this nation aspires to are the welfare of the people who are just and
prosperous based on Pancasila and the 1945 Constitution. .
Fiscal capacity is a picture of the financial capacity of each region which is
reflected through general revenues. Fiscal capacity is one of the tools used in making
decisions to produce many policies in order to provide reinforcement to local
governments in carrying out their authority in implementing regional autonomy and
fiscal decentralization. This study aims to analyze the effect of spending on goods and
services, capital expenditures and economic growth on fiscal capacity in regencies and
cities in Riau Province in 2011 - 2020. The data analysis method was carried out using
panel regression analysis method.
Based on the results of the study, it is known that spending on goods and services
has a negative and insignificant effect on fiscal capacity in districts/cities in Riau
Province in 2011 – 2020. This means that changes in expenditure on goods and services
have not been able to affect changes in fiscal capacity in districts/cities in the province.
Riau, so this means contrary to the hypothesis. Capital expenditure has a significant
positive effect on fiscal capacity in districts/cities in Riau Province in 2011 – 2020. This
means that an increase in capital expenditure can encourage an increase in fiscal
capacity. Economic growth has a significant positive effect on fiscal capacity in
districts/cities in Riau Province in 2011 – 2020. This means that increased economic
growth can encourage increased fiscal capacity.
