Tahura SSH plays a strategic role in climate change mitigation through
carbon sequestration and storage. However, land conversion, deforestation, and
forest degradation increase carbon emissions and reduce its ecological functions. A
scientific mitigation strategy is needed to reduce emissions and maintain ecosystem
sustainability. This research aims to (1) analyze the level of carbon emissions and
sequestration in the Tahura SSH area, (2) assess the potential economic value of
carbon and multi-stakeholder participation in its management, and (3) develop
mitigation strategies that can be applied to effectively reduce carbon emissions.
This research used an exploratory descriptive approach with primary data collection
through surveys and interviews and secondary data through literature studies.
Analysis was conducted based on ecological aspects using Geographic Information
System (GIS) and allometric model, economic aspects through shadow pricing
approach, and social aspects through multi-stakeholder participation analysis.
Mitigation strategies were developed using SWOT analysis.
The results indicate that Tahura SSH has experienced a carbon stock
reduction of 265,158.90 tons of C, with a CO₂ emission rate of 16.42 tons
CO₂/ha/year due to land-use conversion. If this trend continues, projections for
2030 suggest that the remaining area of Tahura SSH will be only 1,000.18 ha, losing
over 67.20% of its original size. Biomass carbon stock ranges from 6.57 tons/ha to
149.29 tons/ha, with CO₂ sequestration capacity between 24.12 tons/ha and 547.88
tons/ha. The potential economic value of carbon in the area ranges from IDR
723,600 to IDR 16,436,400 per hectare, while the estimated economic loss due to
deforestation is between IDR 54.62 billion and IDR 82.36 billion during the 2000–
2020 period. Multi-stakeholder participation in managing Tahura SSH shows great
potential for sustainable carbon emission reduction; however, enhanced synergy,
regulatory reinforcement, and stronger incentive policies are required.
This study concludes that effective mitigation strategies include
strengthening multi-stakeholder collaboration, utilizing environmental services
through licensing and partnership schemes, revising management planning
documents to align with policy developments and changing conditions, enhancing
institutional capacity, restoring ecosystems through conservation partnerships, and
enforcing regulations against large-scale land encroachment. The effective
implementation of these strategies is expected to maintain the ecological functions
of Tahura SSH and support sustainable climate change mitigation efforts.
