This study analyzes the comparison of infiltration areas in the Siak River Basin based on the Ministry of Public Works and Public Housing Regulation Number 10/PRT/M/2015 and the Ministry of Environment and Forestry Regulation Number 10 of 2022, utilizing Geographic Information Systems (GIS). The objectives are to identify the distribution and classification variations of water catchment areas according to both regulations, test differences in classification using ANOVA, and evaluate the conformity of catchment area distributions with spatial planning maps. The methodology includes scoring and overlay analysis of maps based on relevant parameters.
Results show that according to the Ministry of Public Works and Public Housing Regulation Number 10/PRT/M/2015, the Siak River Basin’s infiltration areas are predominantly in a critical condition, covering 8,355.243 km². In comparison, based on the Ministry of Environment and Forestry Regulation Number 10 of 2022, the critical infiltration area covers 7,817.911 km². The ANOVA test yielded a p-value greater than the alpha (α) level, indicating acceptance of the null hypothesis and no significant differences among the groups tested. Suitability analysis reveals that the parameters from the Ministry of Environment and Forestry Regulation Number 10 of 2022 show the highest conformity with regional spatial planning patterns. Protected forest areas are more dominant in infiltration areas classified as naturally normal according to the Ministry of Environment and Forestry parameters, covering 168,884 km². Conversely, based on the Ministry of Public Works and Public Housing parameters, protected forests are more prevalent in infiltration areas classified as beginning to be critical, covering 174,472 km², which contradicts the role of protected forests as areas free from destructive activities. Furthermore, infiltration areas with normal conditions under the Ministry of Environment and Forestry parameters are dominated by green zones such as forests and plantations.
